Several powers had a build this winter but only a couple recorded thoughts, so this will be a shorter post compared to past years.

GM Observations
I’m only slightly surprised by Turkey’s build. I think an army is better for defense there, but it’s not too different right now. The fleet will surely move to Black Sea to support CON in the fall. Any chance Turkey will try to support Russia in re-taking Sevastopol?
England’s build was no surprise. With a fleet trying to get into Baltic, a new fleet is needed to go into North Sea. Odds are that this is the last fleet England builds for awhile.
Russia gave up the north now but it’s too late; Austria is too strong. Austria will force Galicia from Budapest and then Russia can only defend until England forces StP (likely to happen this year, unless England wants Russia to remain viable to slow down Austria’s growth).

England
I was surprised to see Russia bounce me out of the Baltic Sea. Not sure what his plans were unless he hoped to get my eventual help into Berlin.
If Russia does remove the Northern fleet, I am in great shape here.
I wonder how much longer France will tolerate me not helping him into Belgium. I could have easily moved to Holland to help him take Belgium, but to my advantage both France and Germany are even again this build season.
Next year Germany should lose centers to both France AND England. Then the location of the French build will tell a lot.
Russia
As I figured, F BOT will be removed. England has no unit adjacent to StP and Galicia is vacant.
Three armies to hold back an expanding A, but that F ret. to Silesia was nasty.
